The International POPS Elimination
Network
The International POPS Elimination Network is an international
citizen campaign network seeking to strengthen a legally binding
international treaty to ban twelve of the most toxic chemicals in
the world. POPS stands for Persistent Organic Pollutants. The POPS
treaty is under negotiation through the United Nations Environment
Program. Unlike HCWH, the POPS treaty process is not a market-focused
campaign, and the measurable outcomes are more elusive and intangible.
Nonetheless, the overall campaign will be judged by how strong a
POPS treaty is developed, how many governments sign it, the degree
to which it is actually implemented or otherwise influences the
production, distribution and use of these chemicals, how well the
process works for adding new chemicals to the proscribed list, and
what resources go into cleaning up the large quantities of toxic
chemicals that threaten human health and ecosystems around the world.
Finally, IPEN has been a very productive meeting ground for hundreds
of member organizations around the world. It represents another
important step toward a truly global citizen environmental health
movement.
